The Pennsylvania Department of Health (Department) participates in the Conrad State 30 and the Appalachian Regional Commission (ARC) J-1 Visa Waiver Programs for physicians.

The 1st Application Period has ended.
We will begin to take applications again for the 2nd application period, which starts on January 1, 2019

Appalachian Regional Commission (ARC) J-1 Visa Waiver Program

Applications for the ARC program may be submitted for primary care physicians who will practice in HPSAs in ARC counties in Pennsylvania (online).

    Applications may be submitted at any time. There are no limits to the number of waivers that may be granted through the ARC J-1 Visa Waiver Program. Department policies for applying and participating in the ARC J-1 Visa Waiver Program can be found in the DOH ARC J-1 Visa Waiver Program Policy (PDF).

IMPORTANT: Any waiver applications submitted for primary care physicians with practice sites in Health Professional Shortage Areas (HPSAs) in ARC counties must be submitted for an ARC J-1 Waiver.  Applications for these physicians that are submitted as Conrad 30 applications will be returned for resubmission using the ARC Waiver application format.

Conrad State 30 J-1 Visa Waiver Program

Revised - State 30 J-1 Visa Waiver Program Policy & Application Review Schedule
The policy and application review schedule for the State Conrad 30 J-1 Visa Waiver Program has been revised.  Details can be found in the Revised State 30 J-1 Visa Waiver Program Policy (PDF). Effective immediately, the following schedule will be in effect for application review and support.

Initial Application Period: September 30 - December 15

  • All complete applications submitted during this period will be reviewed.
  • Successful applicants will be notified of waiver support on or before January 10.
  • This shall include applications for specialty physicians and Flex 10 slots.

Second Application Period: January 1 - June 15

  • All complete applications submitted during this period will be reviewed.
  • Successful applicants will be notified of waiver support on or before July 10.
  • This shall include applications for specialty physicians and Flex 10 slots.

Final Application Period: July 1 - September 15

  • All complete applications submitted during this period will be reviewed.
  • Successful applicants will be notified of waiver support on or before September 30.
  • This shall include applications for specialty physicians and Flex 10 slots.

Primary care physicians include family practice, general internal medicine (including geriatrics), general pediatrics, obstetrics, and psychiatry.
