HIP Stakeholders

Steering Committee

Governor Wolf has convened a HIP Steering Committee to lead health care innovation across the state. The committee is comprised of diverse stakeholders across Pennsylvania from health care systems and hospitals, physician and other health care provider groups, public health, consumers, business leaders, private insurers, foundations, and academic institutions. Also serving on the HIP Steering Committee are the Secretaries of Health, Human Services, Aging, Administration, Policy, and Drug and Alcohol Programs, and the Insurance Commissioner. The committee will guide HIP plan development, identify key issues and goals, and help establish quantifiable outcomes. Work Groups

Five work groups have been established based on Governor Wolf's priorities, including: Payment, Price and Quality Transparency, Population Health, Health Care Transformation, and Health Information Technology. Work group membership is comprised of geographically diverse stakeholders from a variety of professional backgrounds. The work groups are tasked with developing implementation plans for specific objectives that have been set forth by the HIP Steering Committee.

Payment
The focus of the payment work group is to help payers, providers, and hospitals and health systems transition from a volume-based reimbursement approach to a variety of value-based approaches that reward better population health outcomes and individual patient experiences. Price and Quality Transparency
The focus of the price and quality transparency work group is to develop a series of easy-to-understood tools that will allow consumers to shop for health insurance and compare health care providers based on price and quality information. Population Health
The focus of the population health work group is to explore a variety of policy and programmatic strategies to align population health with value-based payment approaches and to improve outcomes in oral health, tobacco use, diabetes, childhood obesity, and substance use. Health Care Transformation
The focus of the health care transformation work group is to enhance the quality and accessibility of the health care workforce across the Commonwealth and to explore strategies to expand the use of tele-health, particularly in rural areas.
