Adapt Pharma School Narcan (naloxone) Grant Application Packet

 

There is a growing risk of opioid overdose among high school students. Narcan (naloxone) Nasal Spray is an easy-to-administer medication that can reverse the effects of an opioid overdose, potentially saving a student's life. Governor Wolf and the Pennsylvania departments of Health, Education, State, and Drug and Alcohol Programs recently announced a statewide partnership with Adapt Pharma to provide a free, two-dose carton of Narcan (naloxone hydrochloride) Nasal Spray to public high schools across Pennsylvania.
 
In order for a public high school to participate in this program and receive a two-dose carton of Narcan (naloxone), the public high school must submit an application to the Department of Health with the following information:
1. A copy of the standing order from the high school's physician.
2. An administrative policy statement from the high school stating that Narcan (naloxone) is a medication that can be administered within the school. A sample medication administration policy is accessible via the Pennsylvania School Board Association's (PSBA) Policy News Network (PNN) or by contacting Davelyn Smeltzer at Davelyn.smeltzer@psba.org.

3. Place a checkmark in the box on the application as an attestation that the school nurse has completed a Narcan (naloxone) training program approved by the Department of Health. Submission of training certificates is not required.        School personnel (licensed or unlicensed) who will be permitted to administer Narcan are required to complete the following two trainings because the Get Naloxone Now training does not demonstrate how to administer the Adapt Pharma product:

     a. http://getnaloxonenow.org - Select "Get Training." Licensed school health personnel should select the training for "Police, Firefighters and EMTs." Unlicensed school personnel should select the training for "Community Bystanders."

4. Adapt Pharma Application 3-2017.docx Effective 3-13-17, it is no longer necessary to submit a hard copy of the policy with the application.
Completed applications must be submitted via e-mail to RA-DHNARCAN-SCHOOLS@pa.gov with your school's name in the subject line (example subject line "school name-adapt pharma grant application")
Once approved, schools will be provided details on picking up their free, two-dose carton of Narcan (naloxone). Distribution will be through the Pennsylvania Department of Health, state health center nurses to the school nurse.
 
Adapt Pharma is providing the Department of Health with a specific number of units of Narcan (naloxone) to distribute. The Department will continue to fill approved applications until all the units from Adapt Pharma have been distributed. 
Schools that have received a free, two-dose carton of Adapt Pharma Narcan (naloxone) Nasal Spray from another organization will not be eligible for this program. 
Schools may purchase additional doses directly from Adapt Pharma.
